Hi there,

1.) I am wondering how long it takes to get 20 - 25 DA on a brand new domain?

2.) And what is needed / steps taken to get to 20 - 25 DA?

Give me GSA and some blog comment blasts and it will have that DA in a matter of weeks if not days. DA is useless.
 
For increasing DA PA of a brand new domain you should create links of mix ratio follow nofollow

You have to create:
1. PROFILE links from high authority sites like amazon, sony, Microsoft and all..

2. Create some generic comments link from top edu and gov website

3. Create web 2.0

I used same and seen results...

You can give it a try.

Build good quality backlinks. Try guest posts, social bookmarking etc. Alao ensure the quality of the content to get the desired results
 
You need good back links from good sites. You can easily get 20-25 DA within a year.
