How to increase clicks on google adsense

Greetings! I made a simple progressive web application for calculating VAT. Promoted it to the top10 and went traffic, put Google Adsense blocks.
The biggest disappointment awaited me here - users do not click on ads(

Can you suggest how best place and format banner ads to increase income?

Adsense automatically displays ads according to the user's cookie data, so you need to introduce your website to get more traffic. And they will automatically click on the ad relevant to them

There are 4 banners on the speedtes.net in the first screen! According to Google Adsense rules, you can only place 3 banners in one screen(
