How can one know by looking at 209.226.31.243:80 it's a Canadian proxy ?

Also is there any proxy generator's out there ?

Use any IP checker tools online or if you have scrapebox, run it through.

I have scrapebox but I was wondering if there was a way without using tools.

You can create your own pretty easily using a Geo-IP script. http://www.nirsoft.net/countryip/ is a lil site that could come in handy as well.

You can identify them by IP, each country has his own IP ranges
