I agree with everyone else saying I should get a legal contract NDA and NC. I will get one drawn up by a lawyer. I just don't know how this protects me?
I mean if i tell the programmer about it and he tells his buddy in another country to work on it and keep it between them and launch the product themselves how would I ever know that it was him that leaked it? I know I'm being super paranoid and there is a 99% chance that no programmer would even care about my idea but you never know!

Ok so I just talked to a local company and they said they will send me their NDA they use with all their clients. Is this good enough or should I go to my own lawyer and get one drawn up?

If you want to hire someone to make an app for you, inquire them about their work and ask them to show their past work and sign NDA (Non-Disclosure Agreement) after that, they aren't able to steal your idea.

Ask for previous work samples to avoid scammers and try to split the work between programmers. I must say the probability its really small of the project be completely cloned, usually who programs prefer the steady work instead of venture on other stuff outside of the realm of programming, stuff like zuckenberg its rare.

If it's an awesome idea and you're sure it'll work and return your investment, then don't hesitate and get a contract. If not you can find some programmer that has lots of jobs done and hire him. He probably won't steal your idea, most of them don't do that stuff 
Companies that are established for longer are also better choices. You don't get to stick around for years by stealing people's ideas.
Also if you are worried their NDA has loopholes there should be a lot of boilerplate stuff online which should be pretty objective.
