How can we get a domain with such type of masked domain registrar?

They are a 3rd party registrar service provider targeting small registrars for whois privacy and appear to be owned by endurance(.)com who bought out web(.)com. You need to find a registrar that uses their privacy service.

for example: "ICANN has appointed PublicDomainRegistry as the gaining registrar for domain names sponsored by the de-accredited registrar Net 4 India Limited."

That is from Njal.la usually they use them or internetbs.

Private registration is offered for free from most registrars. You used to have to pay for it, or some registrars would offer it free for first year only but charge you per domain at renewal, but now, almost all registrars offer it for free.
