how to go about changing website domain name?

Hi, i have a website which was spammed and probably got penalized before even ever ranking. I have obtained new strong domain name and would like to try to rank it again. What is best way of doing this? Should i deindex old domain or what?

Hope It will be working. If you will find your site isn't getting a penalty by google. Then you should move to your old site new site by using 301 redirects method. You can also move your old site after recovering. The most important thing, current situation of your old site.
 
I just want to move content to new domain, that's it. I don't want to redirect.

You can do it after complete de-index. Just delete your content and make it deindex. Wait until google remove your old domain content from their cash. Then you can do it. They will count its unique content. :)
 
If you want to change your website domain then on last domain use 401 redirect to get all the traffic to new website.
 
I've done this like metafser suggests - copied the website, took it down and waited for the content to be deindexed, and then resurrected it on the new domain. It worked fine.
