I follow the followers of large accounts in the various niches that I am targeting. I follow less than 200 users a day per account. But with about 33 accounts in play with TweetAttacks, I can gain about 2000 followers a week across all the accounts.
It's not the fastest way, but it's fairly safe as far as keeping accounts alive. I've only lost one for good (which was just recently with Twitter's current restrictions) in the last year.
The sites like Twiends and the rest can inflate your numbers, but chances are, they are just a bunch of fake accounts, just like yourself. I would rather focus on niche specific users and have a 10k account of mostly real users versus a 30k account made up of bots and fake users.

TweetAttacksPro costs money, but I've definitely made it back. The free version of TweetAttacks works for following/unfollowing, but when I used it before, it didn't have the ability to schedule your work.
I see in BHW that people have twitter accounts with xxK followers. How to get such numbers of followers (except buying followers)?
What are practical methods?
keep in mind to only follow people who follow big accounts like lil waynee or lady gagaa etc. because most of the people who follow these big accounts are real people, not bots.
