Hi, i am from vietnam.
Now i want to get traffic from any country that i want, such as japan or usa
What do i have to do ?
+ Language on my blog ?
+ Where is ip address of my hosting ?
+ Meta lang ?
+ Select country on google console ?
+ Language of my google account ?
+ Can i use my local ip when posting new post ?
+ Where are my backlinks from ?
....

Firstly, do keywords research analysis properly. Use some long tail keywords with your targeted location. After that do off page activities like business listing, social bookmarking,Which helps a lot to gain traffic. Get the back links from an authority site that should not contain any spam.

+ Where is ip address of my hosting ? - You should use US based hosting
+ Meta lang ? - not necessary
+ Select country on google console ? - Yes, Use International Targeting in Search Console
+ Language of my google account ? - don't know about it.
+ Can i use my local ip when posting new post ? - not necessary
+ Where are my backlinks from ? - Yes, try to make backlinks from US based websites

You get traffic from usa on your example
+ Language tags, it means <html lang="en"> ?
+ Meta Content Language means <meta http-equiv="content-language" content="en" /> ?
+ Backlinks from USA websites. How to find website from usa or another country ?
+ why do you choose Use International Targeting in Search Console ? because I see "United States" in google console ?

Use ahrefs to do that. You can get it cheap on fiverr. Do a reverse engineering to get backlinks. It's easier than your think.

Find keywords what that country users are using
Buy a country specific domain like .co.uk, .co.in or .co.au etc
Then try to get your server on that country it will help you in reducing load time hence good SEO
