There are number of Crypto advertising networks like ( bitmedia, a-ads, coinzilla ) You can use them. You can use Native mobile network to drive traffic to them ( capture with retarget and remarket pixel ) so later you can use them with facebook and adwords . Just using retarget with REACH won't be a problem. If you only want to get leads and nothing more, i will advise you to look for specific bitcoin ads network like above. They will work just fine.

place your ads on a couple major monitors. trust me this method works like a charm!

There are free options also like using signature links on relevant forums. Exact implementation depends on what you are promoting.

All depends on the budget.
You can use different advertising networks starting from global to local and try different pricing models for it. Give a try to native/banner/ pop/ push notification traffic + you can try google/FB (but be carefull with this traffic source)
According to the expertise, native and push traffic will work for you the best.

I can recommend you such networks, but all of them have different entry budget. For example guys like Taboola and Revcontent would have different initial deposit sum.
And the same with push networks. For the push notification traffic source I can definitely recommend Propellerads and Ad maven
