yes there are a lot of factors. it is too much to type out here, but let's just say it has more to do with your account then it has to do with up votes. The old technique simply involves sums up but not anymore, now you have to have a high quality account and up votes as well as other factors.

I'm pretty sure one of the factors is time. A comment with +10 score and an hour old will probably come before one with +100 and a year old.

you'd be surprised, and old comment can beat a new comment with the right combination of factors.
