Yes make your site the best you can and make backlinks, but it doesnt hurt to pay for a few links here and there. I make most of them for a few of my sites and my other site I outsource everything. Either way you need to keep up with it and never give up.

To be Honest the free link building services are bad, they only provide low quality backlinks as others have said it is better in the long run to build your own high quality links. I learned this from experience, my website is still recovering from poor backlinks

As soon as you reveal competitor backlinks, you will be able to make use of their backlink strategy. I have also seen several posts about free ways to get links and they're all great ideas, but some methods can be a little uncertain.For example infographics are great, but there's no guarantee you'll get backlinks from it, which can make it hard to dive into. According to me the best and reputed way of building links can be achieved by article submission, bookmarking and social directories. All these links will also help in building links instantly

I personally built and did the SEO for my site all myself. With very little knowledge about SEO or website building in general.
I managed to be first page on Google on some extremely competitive keywords.
