Here is the thing:

I have $xxx USDC on metamask. I want to swap $xx of that to USDT, but I need to add some ETH for gas fees as I don't have any.
I only have money on PayPal and bank/credit card. I lost access to my Binance (lost account and verification for new account will take too long) and Kucoin (can't create new account - they send verification email that's missing code) accounts.

Solution to do this fast?

Buy ETH in some P2P exchange and then transfer the ETH to metamask. However, you have no access to Binance, Kucoin. Try Paxful. However, do remember that in P2P, there is escrow, never release the payment before receiving the asset (crypto).

I've read horror stories about Paxful saying the owners work with African and Chinese scammers to rob people here:
How was your own experience with them?

Swap using DEX like pancakeswap
No ETH needed for this?

I have used Paxful a few times to buy & sell crypto. Ofcourse, with buying / selling gift cards in any P2P exchange or anywhere else, there is always a risk. But, for crypto, Paxful is safe as long as you do not release the payment before receiving the asset (crypto) or vice versa [you do not release the asset (crypto) before receiving the payment].
In your particular requirement as stated by you, Pancakeswap will not be useful inspite of their swap function, as Pancakeswap uses the Binance Smart Chain and not ERC20.
What you are looking for is ETH Ethereum ERC20 for gas fees towards ETH gas fees.
