Try to create links on high PA DA and relevant sites. Analyze your competitor backlinks and create links on those sites.

finding the quality services in and off bhw will require some good research, testing and investments,
you can easily filter and make a good list by searching for real and top nominations (ignore the fancy and obviously fake ones in sale threads),
you can also get the links yourself by building a PBN, outsourcing real and relevant blogs for guest posting and make some HQ web 2.0s to use as buffer sites, but this will require you some work and time even to manage the VAs
just be careful if you're starting with a tight budget, link building marketplace (in and off bhw) if full of scammers that will be sell you some trashy link in spammed to death PBNs with some fancy fake metrics
