How to get quality backlinks for education website?

The last months I'm trying to get high-quality backlinks for education website and it's going really difficult. Outreach doesn't work, broken backlinks strategy doesn't work, when I check some newly received lists of "trusted websites" only 2-3 is ok from 100... What should I do in this case? I am ready to pay but I cannot find high-quality backlinks.

You have to search in the search engine all about the education websites. like search "top educational websites" analyze them create links; the best way is to do the competitor analysis, discover your relevant competitor then find its back links to create yours.

Try using authorithy link building service; the one that has connections with writers and webmasters on a whole range of Tier 1 high DA sites, including editorial sites such as training zone - specifically about education and training. Try also a service that offers links on EDU websites. You should be able to find some in the marketplace in the SEO linkbuilding section

Find related communities on Reddit, post there. Usually bloggers in the field will read there and you may get some organic links.

Two options are:

Scholarship links. Setup a small scholarship for a minority or financial need group, promote it to relevant groups via social media and direct outreach with schools, ask applicants to tell their story and share the link with their schools, and either pick winners or donate to the school itself.

It depends on how important the links are to you.

The other way is to backdoor it with journalism clubs or faculty.

Interview a controversial academic in a TIGHT academic discipline. It's important that this person has a tight academic focus. This way you get decent EDU backlinks without being drowned out by noise (if you interview someone with broad media interest, your interview will get buried by noise and won't get much backlinks)
