Reach out to people who what to grow their Instagram accounts in the same niche and offer them shoutouts etc or something. I see a lot of people doing that.

Make a custom message and do outreach yourself, and do outreach to those pages which might benefit from doing shoutouts at your page, identify your target first before outreach.

Yes reaching out and doing shout-outs are excellent ideas!
