Go to google web master tools and set your targeted country at Netherlands and your ranking in that specific country will increase so as to give you jump in traffic....

Copy your website - but in Dutch with a .nl domain. Use Google translate and mirror what you already have.

Perfect for CPA as some countires pay much higher than others!

Also, Get a old high PR .ni domain and redirect it to your domain. Try to get more backlinks from .ni sites. Host your domain in your country.
In other hand if you need payed traffic go for Adwords. :)

Invest some money into Adwords for targeted country specific traffic.

That would be likely to have an impact. Unfortunately you can't set your target audience as "Worldwide" :(

I'd echo the Webmaster tools advice and also (in fact, particularly) the keywords in target language advice. In fact, if you can write in the language of your targeted country, or can find someone reliable who can, that's better still. As global as it is, the internet is still weighted heavily towards business languages like English, Spanish and Mandarin. Good Dutch language content could really pull in some visitors for you.
