It’s like any other startup. You just need a product that has a demand and a positive roi. You don’t need to know programming as you can just hire programmers as part of your team, provided you have the budget for it.

You're going to rent a system instead of selling licenses for it.
If you got $$ then you can outsource the programming. Otherwise you do need coding skills.
