Are you a celebrity? Public Figure? Famous Millionaire or Billionaire? If you are none of those I don't think it can be done...

I don't know why you need verification, except if you have a 1M+ page and you are looking to secure it even more with the verification.

You will only get verified if you are a celebrity/publicly known and recognized person.
Otherwise there is no reason for Instagram to verify you.
