How to get hidden links

One of my competitors is dominating serps in different niches with hidden links placed on totally unrelated domains he even got lots of hompage links with different achors to different pages. There are even some gov links in the mix, looks like they might be hacked sites, anyhow can anyone point me to where i can buy these sort of links ?
