What you're trying to say is, the guest is allowed to post on your PR blog page by means of that you'll earn cash from their post? Or you'll gonna pay them for their post? Kinda confusing!

So, your title is "how to get guest posts"
There is two different ways to get free or paid article for guest blog.
1. Simple, sit and write article of your own & publish it on your blog - Cost effective & moreover creating quality content takes a major investment of time and resources.
So, if you can't create enough content, then here are some great ways to get additional content for your blog.
2. Second one, Hire Freelance Writers.
If you have some money to invest in your blogs, then you can always hire one or more freelance writers.
The advantage to freelance writers is that you have more control over what they write and can make changes when necessary. You can suggest topics, give editorial guidelines, and let them know what you expect from start to finish.

How to Market ?
First one, create submit guest page or make your blog to look like real guest blog. So then people get to know, they can post article to your blog. Be selective, when you are allowing articles from bloggers. Make sure the article passes your guidelines.
Second one, social media promotion :-
Social media is one of the best place where your content get founded. Create social media accounts for each blog which will drive the viewers to share, like your content. Following viewers from your niche over social media will work like a charm.
Major social media platforms are facebook, twitter, Google+ .
Third one, Reach out to people :-
Go through your each guest posts, list all the people and brands that are mentioned in your posts and get their emails or any other contact. Once you got their contact, let them have a quick heads up by notifying the post.
Fourth one, comment on related topics.
