How to get guest posters to write good content?

I have a couple blogs and I'm willing to let guest posters use it to build links, in return for high quality content.

The problem is most posters are writing bad posts and I can't accept most of them.

How can I find good guest posters who will actually write good content?

Do you have a clear set of guidelines published which describe what you are and are not looking for in terms of guest post content? If not, putting together such guidelines will probably go a long way toward preventing pointless submissions.
 
Well, you can look for their website or blog first to get an idea about how serious they are with the content.

1. Reading the content is the best option, if the number of guest post request you get is low.

2. If you are getting too many requests and it becomes difficult reading each of them, start charging for the guest posts so that only serious bloggers contact you and provide you with good content.

3. Getting a sample content might be a good solution....

4. But of course if you want to give bloggers the opportunity to post for free, just in return of high quality content, you will have to read it as you might get clustered with hundred of request daily.
