I saw in fiverr some gigs give you google plus circles
any one know how they can do it?

It's definitely being done with bots and shill accounts. Try using a tool like Buzzbundle to locate people in your specific niche and target them directly on G+ and network with the people who are likely to help you cash in on whatever your selling/offering. Don't be too worried about using bots and shill accounts, The only thing their really good for anyway is to artificially inflate your numbers to create some visual authority for real users.

Follow the google plus link select just right people and decide who you want to see posts from in your Home stream.
