What are some good ways to get email lists of local business owners?

There is a option of business E - mail of different owners in business listing. You have to just visit the local business directory and check all the sites. Then only you can get plenty of E - mail . Then only you can make a list of electronic mails of different businessmen. There is one more option if you purchase a book which is known as yellow page book. In this also you can get plenty of e- mails.

You could scrape online directories, check their websites, use whois, buy the information, email them to info at.... many, many options if put your mind to it.
 
Easiest way, cash. Lowball the offer because most businesses don't really see huge value in e-mail lists.

Better yet. Strike up a business conversation, tell them you can help them bring in more business with the e-mail list that they have, charge them monthly (or by the customer using a coupon-code you include in monthly mailouts) and you get the e-mail list for free.
 
There are local business bureaus that keep lists of businesses. They often sell access to a certain list of advertisers.

For instance, in Europe there's frequently a government tourism office where they'll give you a list of all the hotels and their emails in a city....worth gold if you can use it.

The key is to get an email list of warm prospects. Why waste your time and energy mass mailing a bunch of people that are not remotely interested in your offer?

You just piss them off and if you are doing it locally... what happens when you go to a networking meeting of local business owners?

You introduce yourself and they go... "oh ur the fucker thats been spamming me about...."

Atleast, thats how I think about it... u never know who you gonna meet or where.

As for free alternatives, you can try using Manta. You can also use Linkedin and start friending the demographic you want to target. Then, once you connect, you'll be able to access their email address. You can put that into you email client and you're off to the races.

Another way is to email businesses that are posting in Craigslist. They're already expecting emails to come in from their ads, so might as well send them an email with your offer.
