It is not possible because 3G and 4G phone is totally a different medium.

The radio bands are different in 3G and 4G.

You cannot do it by rooting you should change some hardware parts too.

For doing all these stuff you can buy a new 4G mobile

This will not be possible in my opinion, telecom companies will fix the flaw even if it is there.
