you can use FB ads system to promote your fanpage,target to Australia,you will give your real,active fans very fast

yes but i have many pages and getting 2 or 3 australian pages per week for 500 or 1,000 likes

FB Ads is the best way

Or you can ask some one for Country targeted facebook email ids

Mass invite them | Pretty sure some one will like your page depends on your page name , Profile picture , Timeline cover

I'm going out there and saying I'm not a fan of FB ads - I'm new to it, so I might change my mind once I get going...but first dive, it seems like it costs too much, without a proven ROI.

I'll set my budget for something cheap $5/day and it costs $2.50 a "like" ... so I'm not trying to bogart the OP - but I agree.
