I think only the guys on fiverr know how to get them these days
Though there is a trick that sometimes works
Create an ad and go as far as the payment button
Then dont go through with it
Take your time setting up the ad spend at least
5 minutes with that page open
if you do this a couple of times
facebook will send you a coupon
Doesn't work for every country
