I could have sworn that I once saw a few older abandoned non-Jr VIP accounts from 2010 and 2011 with custom user titles and only a few hundred posts, although I'm unsure if those accounts previously had Jr VIP membership that expired.

nope, he's talking about the user title what you can find under your username, yours is "Junior Member"

Whereas, no one can set the custom title message as the rank term.
For eg : no one can set Jr.Vip unless and until they get a subscription for it.

Hi sagarmankar. You have to remember that the forum evolves continuously. The thread you referenced All about BHW Membership Levels was originally posted in November 2011. I don't remember for sure, but I think it might have even been before Diamond Damian took over the forum.
I'd also like to make a correction my being called a Mod. Moderators, Admins, etc are administration levels which are all above the regular membership levels. While ExecVIP is the highest membership level on the forum, it is still just a membership level. I'm not a Mod.
While that thread still contains useful information about membership levels, it is an unofficial description based on how the form membership levels were set up in 2011. A lot of the information was collected from observation of how the membership levels were working at that time, but even then was subject to some amount of error on some specific details. Most of the information the thread gives is probably still fairly accurate, but should only be used to get a general overview of how things work.
You should expect to find some discrepancies between that 4 year old thread and the current operations. As is always the case, the TOS and official threads such as the one Honeybird referenced will always take precedence.
