I'm the newly appointed aff manager at our company and I deal with approving and rejecting affiliates every day. At our company, for the most part, the requirements for acceptance to a particular program are established by the offer's owner (advertiser/merchant) themselves. Here's are the requirements from one of our more prolific merchants:

That being said, there are always ways around this! Ultimately, approvals and declines are left to the discretion of the aff manager at any network. Therefore, I suggest reaching out to them via email and/or phone and making a case. For example, I normally reserve the best offers for our best affiliates (especially when it comes to CPC, CPL, and CPM offers)... but I'm always open to giving new affiliates the chance to prove that they can drive quality traffic!

for my experience, it's important to tell them how i drive traffic first to show that i know IM, not completely a newbie .
then ask for specific offers directly or show some stats/screenshot from other networks will helps a lot in approval progress.
