How to get approved on matomy seo?

Hi everyone) i have a problem with suggestion on matomy seo for selling links. They replied me that my website was declined because of "limited link popularity" but my website already have backlinks with Moz DA/PA of homepage 12/26 and other pages too. And when i star learning ads on the matomy i saw that a lot of pages that already selling links have 0 backlinks and Moz DA/PA 1/1 but how they get approved with this stats? What am i doing wrong? Support does not answer me, maybe someone on blackhat comunity can give me advice please

what that mean "limited link popularity" maybe anyone can tell?
