how to get ad manager without creating adsense?

I ve lately applied to ezoic and try to set their ads on my site. The last step which is required is ad manager account, to create ad manager account, I need creating adsense account. To create Adsense account, I need a verified mobile phone on my google account... I cant get the SMS code, to verify my google account. Seems this issue is country specific. For some reason google banned mobile operators of our country, and we cant get any SMS code. I check on their support forum and this problem started from August.

Is there a way out in my situation? Thx

Had the same problem, contacted Google about a year ago.
The only way was through AdSense

I totally get how tough it can be. I tried using a VPN and contacting Google support, but sometimes it doesn’t work.
 
Same thing, it has been more than 20 days, i've tried everything with no result, you can't even contact google support, all they have is a post in the community
 
Try a third-party SMS service like SMS-Man. You might have to go through a bunch of numbers but you'll eventually get there. It's also very cheap.

I cannot recommend them at all. just got scammed by sms-man.com , they provide not working long term numbers. then when number is not working at all they find all kind of excuses, as customer needed to check the number in 20 minutes to get the refund. people are not buying long term numbers to check anything in 20 minutes but for long term use. also seems they have no technical ability to manually check the sms, but it more looks like a scam. 15.97 usd wasted
 
Just read the responses and now sure if the OPs question wasn't answered or not. So for anyone who wondering how to get admanager without a adsense account.

You can use third party ad provider like monumetrix, netlink and other similar google verified providers. When you sign up with them you tell them you don't have admanager account. They will ask for a fresh email or any gmail you have which don't have association with any adsense or admanager account before. The account will be approved in no time generally whenever i tried it got approved by next day.

But now i think for admanager as well you need pin verification. For phone number just think like a usual gmail account. Try apps providing 2nd number generally they works. But google is going strict now a days can't say which numbers works for me generally i find someone in usa or from the respective country for otp and its the easiest.
 
Google’s review and verification process is becoming trick for everyone. However, if the issue is related to your country, you should submit your website to Google’s partners. They can review it and help you monetize through their account and ad manager. Of course, the approval depends on the quality of your website. Too bad that happened too you. :/ There are still many different options out there. Test smspool or any other.
