How to get accepted?

Hey!
I got adult warez site that the CPA networks don't allow in some reason..
I'm from Israel and I cant call to the CPA networks because I got poor english so it will be difficult to communicate with the AM threw the phone + I don't know if the accept calls from my country + I'm newbie and probably the AM will notice that and not approve me.
how can I get accepted? I don't mind to open little site just for that but I don't know on what to do it.
I don't mind to pay like 10$ to someone who can call them in my name and got the knowledge and good english so they will approve me.
