How to generate CPI conversions?

Hi there! Lots of people say they can provide CPI conversions on different forums. I also heard that mobile advertisers suffer from people who make fake ones.
But I wonder, whether it's possible to make someone install something (especially some common apps, like UC Browser for example or Aliexpress) organically?
Or are there any tools to generate them? Is there anyone who does it successfully?

then hire a cracker + coder

then i tell my user to download this to get premium access

it will work but you will have a pain submitting this on google play or other apps site.

if you pass there verification then good.

if not build your own unique app that will give user vip access etc.
