Keyword searches with your city’s name help find hidden local subs too.
 
Depends how popular your local people use reddit. If enough, they probably have a sub. Also you can search it on google with reddit keyword.
 
I thing your reach will be kind of limited you can get people for sure but don't expect too much, if you want to aim for something locally facebook but sometimes is a really big pain in the bottom part but you can focus better your ads, but is just another option.
