You cannot be compliant; cloaking is an explicit and severe violation of Google Ads policy by definition. The premise is contradictory. Any strategy claiming otherwise relies on evasion, not compliance, and risks immediate, permanent suspension.

Use cloaking selectively to filter bots or protect ad spend, but always deliver the same value proposition to users and Google’s crawlers. cloaking is not a term that is friends with compliant.. you can take measures to stay safe, but that doesn't mean you'll stay compliant.
 
You can't be 100% compliant with cloaking, but you can reduce risk. Most bans happen because of slow redirects or old IP databases that Google bots recognize easily. I switched to TrustCloaker recently because their JS filtering is very fast and doesn't trigger the 'Circumventing Systems' flag as much. Just make sure your safe page looks professional and not like a template. That’s the best way to survive longer on Google right now.
 
Cloaking itself is a policy violation, so by definition it is not compliant.
