How to fix very low engagement?

I have a 14k account that used to be in the beauty niche but i deleted everything and started over in the fashion niche-probably not the best idea but what's done is done. Anyways now my engagement dropped about 1/3 and is now around 100 likes per pic, 250 is the max.
Does anyone have any suggestions on how to fix this? other fashion pages my size are getting up to 1000 likes per picture.
I've tried engaging comments, doesn't help much. I repost pictures but I go straight to the source so it's more unique and high quality.
I manually follow, but I don't know what would be the best way to find engaging followers.
Should I use some sort of app to increase my likes? Does addmefast do this?
When I was in the beauty niche, I found a lot of success by going through the anastasiabeverlyhills tag and liking everything, but i haven't found a tag i could do that with for fashion. #ootd #fashion are filled with a lot of bots and spam so it feels like a waste of time..

Was your engagement good before you started over?

try to engage with other people who commented on similar pictures not long ago.

Peak engagement was around 500 likes but i got demotivated and busy and it started dropping to around 300. I think down the road I might go through and block all the old users who aren't engaging; i don't want my page to come off as fake

Try posting your own pics and watermark them, my engagement doubled since I started doing that. I read it somewhere and it worked wonders! Commenting is good but I haven't seen a lot of benefits from it, questions in the captions and REALLY appealing and original pictures often blow up the engagement.

Promotions such as giveaways, contest, offering discounts, etc. Providing engaging, relevant, and interesting posts consistently also helps.
