The mutual contacts thing usually goes away after your account ages and shows normal activity. This is Telegram spam protection thing.
Join groups, interact like a normal user and wait. Might take a week or two for your account with restrictions

That's because your account is so new so they don't allow you to "bother" others.
If you have to connect with others, you can let them to talk to you first; and then, just wait for your account can be more stable and telegram will remove that restriction

Chat in Telegram groups with topics that interest you. If someone is interested, they will take the initiative to talk to you first. Don't do anything rash and wait for a while, Telegram will see that your account has no unusual signs, then it will remove your chat restriction.

This usually happens with fresh account as a security step. What worked for me was verifying my number again and then setting up complete profie (Photo,bio etc) and staying active by joining public channels and reacting to content.

It shouldnt help but you can see a date your acc will be free from restrictions. From spamblock no exit, you can only wait till date.

Everything everyone said here was pretty good. You could also buy Telegram Premium or take any of the paid actions (buying Stars, running ads) - that often signals that you're a 'real' user.

it might be because you used an internet-based number,joined too many groups too fast,or changed your internet location a lot.To fix it, try adding a profile photo and bio, join a few public channels, and wait a few days before messaging people or posting. Using a regular phone number and stable internet helps a lot. You can also try messaging SpamBot to explain,but it might take time and doesn’t always work. If nothing changes after a week, its best to start fresh with a new account and a real phone number

Your account is still new, so they prefer you not to “reach out” to others just yet. You could wait for others to contact you first. Once your account is more stable, Telegram will likely remove that limitation.

While waiting, add some contacts from your phone and join a few public groups to show normal activity. Don't spam message people or it might take longer to lift.

telegram’s just tryna stop spam. new accounts get limited at first. chill for a bit, stay active and the restriction should lift in a few days
