I made a new telegram account but I see "sorry, you can only send messages to mutual contacts at the moment" message and it won't go.

anyone knows how to fix this?
 
The mutual contacts thing usually goes away after your account ages and shows normal activity. This is Telegram spam protection thing.
Join groups, interact like a normal user and wait. Might take a week or two for your account with restrictions
 
That's because your account is so new so they don't allow you to "bother" others.
If you have to connect with others, you can let them to talk to you first; and then, just wait for your account can be more stable and telegram will remove that restriction

Chat in Telegram groups with topics that interest you. If someone is interested, they will take the initiative to talk to you first. Don't do anything rash and wait for a while, Telegram will see that your account has no unusual signs, then it will remove your chat restriction.
 
This message on Telegram means your account has been flagged as potential spam — usually because it’s new and Telegram is restricting your ability to message strangers.

Sorry but you are in spam block. Search spambot in telegram and click buttons for check how long restrictions for you.
 
I am also having an error of not being able to access on my iPhone even though I have purchased a proxy and used some apps.

There must definitely be a backstory to this. But instead of sending a message to someone directly when you create the account, ask a friend to send you a message first. That way, you won’t get flagged as spam.
 
Everything everyone said here was pretty good. You could also buy Telegram Premium or take any of the paid actions (buying Stars, running ads) - that often signals that you're a 'real' user.
 
it might be because you used an internet-based number,joined too many groups too fast,or changed your internet location a lot.To fix it, try adding a profile photo and bio, join a few public channels, and wait a few days before messaging people or posting. telegram’s just tryna stop spam. new accounts get limited at first. chill for a bit, stay active and the restriction should lift in a few days
