How to fix this? Facebook page issue.

I keep asking to request a review again and again but this is always popping up says can’t create or run ads. What seems to be the issue? I have never ran ads with this page

That’s the problem I want this page. So I’m assuming this can’t be fixed ?
 
Page restrictions like this are often triggered by previous ads or content that violate Meta's standards. You should file an appeal in Page Quality and wait for their review.

page quality and recommendations are all green, but the page is restricted on ads?
 
Refresh your page settings, remove any recent changes, and reopen the app it fixes most Facebook page glitches.
 
When you get hit with this restriction, the only remaining option is to chat with Meta support and beg them to remove it.
The success rate isn’t high, but at least it’s the last official way out.
If they still refuse, you’ll have no choice but to switch to a different fanpage and keep going.:(
 
Usually when a Page gets this kind of restriction, the first thing to check is Page Quality. If something looks off, just request a review from Meta. They usually respond depending on their queue.
 
The page may have been flagged due to a previous violation on the same BM or due to unusual activity detected by the system, even if you haven't run ads. You should review all linked assets in your BM, remove unnecessary permissions, and submit a review request from a more trusted account to increase the chances of recovery.

Unfortunately,this is painful if you already did lots of works on this page
I hate to do the waiting
I'm just go ahead and make a new page on a new FB account
Because if you do make another page here
Same fate may happen to both pages
 
Have you tried checking your social profile quality? Once, I just needed to verify my profile and add a card to my account, and my page went live again

You can appeal it if you believe Facebook made a mistake.
 
You can go to the account quality - resource management section to appeal their decision, or you should change to a new page to continue your advertising campaign.
 
Bro, you can set up a new account and use a different IP address; sometimes Meta has new algorithms.
