very hard to do it, 10% error to fix requires currency timezone account must be exactly the same, you must spend a lot and not violate fb policy and most importantly not owe any money

The 10% threshold is currently very difficult to overcome, but you can try running and paying regularly to make Facebook trust you, who knows you might be able to overcome that threshold in the future.
