keyword suggestion tool brings up some pretty irrelevant sites so tough to get a massive targeted list this way. Id prefer to find some database to scrape somehow or forum

If the sites ain't in the SERPs then they're not worth it. SERPs are not limited at all, you can scrape millions of sites, unless I'm missing something about your initial question.

If I was searching “fashion blogger” I’m going to return many results? I used keyword suggestion tool and did a small run but it seems a lot of sites are not relevant or big websites writing articles about that topic

Well for sure there aren't millions of fashion bloggers.
You can vary the search term for more results. Fashion blogger name, fashion blogger gossip and so on to find related searches.
