How to find people to cold e-mail

I suppose this is one of the main issues of cold e-mailing already. But in the specific case of wanting to reach out to local businesses that don't have websites, what is done to get their e-mails? I know you cannot sms to them in a cold e-mailing fashion because your telephone company blocks your number due to spam (learned it the unpleasent way). And I suppose you cannot use SMSing API's because their terms of service requires the reciever to have submitted a consent form for it. So SMSing is ruled out.

So what is the way? How can businesses with no websites be found?

A good way is either through new trademarks and copyrights database owners, or new business incorpations at the public government bodies, that hold business records.

Many new businesses will be looking for help. Go and help them! Just ask if they need help on the phone. Or partner with a sales person to do a 50% split, they get the clients, and you do the websites.
 
I see. Thank you so much for the response. But I forgot to mention that calling is also rulled out for me since I am currently residing in Poland and a student here so I don't speak Polish, I cannot call and speak with folks here. Nor can I call people abroad. That's why I am mainly looking for English speaking countries.

So trademark and copyright sites it is then! I'd go on freelancing sites if I had even the smallest amount of experience. Again thank you so much for the answer.
 
I have Maps & Yellowpage scrapers. Databases with phone & email. Plus, you can generate emails with some basic SEO website. You can buy lists from sources. Some data though is publicly accessible on say like listings within directories. Theres lots of government records keeping departments on even the county level in my country.

Always remain Complient, I see you mentioned cold email, thats B2B business data of course. I dont know about .gov emails or using that data, except with a name you can sometimes append email data from place(s) that provide it like MelissaData.

Access is not the issue, getting quality info in the form of valid emails is more important than quantity too. It could affect your bounce rate..
 
Oops double post! For businesses without website I would suggest trying tool like LegiitLeads or check Google page 3. Because the people are already investing in online presence. Someone on forum was targeting people I think that had domain prior too (expireds).

Also you can try new business (.com) registrations. There's new registered DBAs in newspapers and other methods.
 
Social media groups are still a go to for some businesses without websites, especially small businesses on Facebook!
 
Try to search for Facebook pages without websites.

It depends on your target country, I'm sure that there's a place that you can use to find a newly registered businesses.

Then (since I like things to be easy), I wrote a script that used the Google Maps API to get all the info from businesses listed on Maps.

I’d pick a city, and it would give me the local businesses.

I got some good leads from that, and it can really help.

I even found regular job opportunities there too.

I’d suggest you use Google Maps, my friend; you could get a lot of positive results.
 
There are Google Chrome email scraper addons.
You can leave it running and simply open directory pages, business directories and websites and it will automatically save them into a .txt file.
