you can also post on the hire-a-freelancer board if you are wanting to hire someone on BHW
otherwise, post job ad on upwork.

You can use BHW that you wish to hire someone, you can use social media, post job offers etc.

To find good affiliates is not hard.
Convincing them that your offer is worth their time is hard.

Good affiliates will only work with established sites with proven high conversion rate !
