Reviews from BSTs are the easiest ways to judge quality of service. But what's more important is the buyer knowing exactly what they want.
A common reoccurring theme I've noticed is people buying something in hopes it does another thing for them just because of the advertisement/promotional material.
If you know what you want to buy, and you read reviews very well, you won't have much issues.

1. Select the 5 to 10 services based on your needs.
2. Review their reviews and look at how long and how much the service is active daily.
3. Check how frequently the seller responds to queries over the thread instead of checking PM.
4. Prepare questions about your needs and service. The questionnaire form should include all your relevant queries, so if the seller is experienced, they will love to respond in detail.
5. Shortlist 2 to 3 services and ask if they can give you a review of a few links or what you need to test at a discount. In most cases, sellers love to provide review copies in exchange for your honest review.
6. Test the water with a review copy or order the smallest package to test.
7. Once you have the reports or delivery, you can order what you want based on their quality.

I tried Fiverr and Upwork, but those who are good at their work quote really high prices, and with lower prices, they are not going to give you satisfactory results.
