How to find affiliate partners for proxy provider?

So I have a proxy service and I really want to scale by collaborating with partners, infulencers and so on. I'm willing to share around 30% of my revenue, but I'm not sure how to find a partners for it.

Most of the affiliate programs are igaming so payouts there is much higher than I can provide.

I've texted a dozen of small influencers and got no interest back, only pay per post. But I really want to collab, not just run ads. I suggest to give some free GBs or IPs regullary for their followers or community members. I also want to reiceive more feedback so I can add more feautres, products and so on to my product.

I can compete on a wholesome/bulk prices and quality but not on the retail side

I would appreciate any sugestions about how shall the affilliate program be formed and where I can promote it and is there even a sense to do it, because I don't see much prpxy providers promote their affiliate programs

They're used to getting paid upfront for posts. Instead of "I'll give you 30% of revenue," try "I'll give you a free proxy plan for your team and 30% commission on any sale your referrals make." that way they get something tangible right away, and the commission is a bonus.

Also focus on communities. Think forums like BHW, Reddit,or niche Discord servers where people actually buy proxies. Offer free trials or discounted bulk pricing to community members, then let them know you have an affiliate program.
