How to exclude non converting audiences?

Hi, I’m trying to exclude audiences who doesn’t convert or visited my website for 2-3 times but spending only 5 seconds on my page. anyone knows how to do this?
 
Advertise on BHW
Create a custom audience for people who visited for 3 times on GA and exclude it from Gads
