How to exchange PayPal funds to Payoneer

I thinks its not possible to directly transfer fund via PayPal to Payoneer.

I think its possible, just you have to link your Payoneer card to PayPal, and make sure you have atleast 2-3$ for verification on Payoneer Card, but you can only get money on Payonner via for example Affiliate networks, not sure if Payoneer to Payoneer transfers are possible.

This won't work for sure. It never worked like that. If you link only the card, you can use the card balance via PayPal, but you can't transfer funds from PayPal to your Payoneer card. There was/is one way to do it. You need to apply for the Payoneer Global Payment Service in USD, which is a US VBA, link that to PayPal and it will act like a regular bank account, where you can withdraw your PayPal balance. This is mostly in past tense though, because this is not working for a while now. There's a slight chance that it's still working, if you did the linking before PayPal stopped supporting this specific VBA. But the possibility of a reversed transaction is always there, even if you manage to link them together, because the Payoneer VBA in USD is intended to receive payments from US companies and not intended to receive withdrawals from individuals.

Indeed, I have tried both methods and didn't work.
You can withdraw money from Paypal to Payoneer. If you live in the USA you have to order a Mastercard in USD from Payoneer and then link the bank account Payooner gives you to Paypal. If you are from Europe (like me) you go for a Mastercard in Eur and then you link the IBAN Payooner gives you to Paypal. I'm doing this for some time now.

Paypal currently not supporting prepaid cards. Therefore you will link it to your Bank Account provided by Payoneer

It worked a few years ago but not anymore. But you can try linking payoneer UK bank account with paypal. I have heard this work but haven't tried myself. USA VBA will definitely not work.
Not sure if it will work for actual USA resident. If someone is in USA then he don't need payoneer VBA to withdraw fund from paypal. He has tons of option for this.

Even if it works, it has one big caveat. You can link UK bank accounts to UK PayPal accounts only, so if it works, it works only for UK PayPal account holders, whereas you can link US bank accounts to any PayPal account from any country, in other words a US bank account works in every country where you can link a bank account.

This is in Spanish but long story short they said that they removed the option of withdrawing with VBAs because of all the issues that they were having (issues with get rich quick schemes, scammers etc.
That being said some U.S. PayPal accounts have been able to link to Payoneer with no issues whatsoever reason why some people are trying to buy legit U.S. PayPal accounts.
