How to Edit Third Party Videos

I'm wondering if there is software that allows you to edit someone else's video.

What I mean is to take the embed code and somehow get a download file that can then be put into camtasia so that parts of the video can be edited.

I know how to do it when I have the .wmv file but wondering if it can just be ripped from vimeo or google and edited. Maybe it's been discussed but I don't see it anywhere.
