You can use social media to drive traffic. Since it is a fashion blog try to post good pictures related to your blog with quality content.
Also try link building based on your budget. You can look for high authority guest blogs and after sometime try to get mentions from top editorials which will drive good reputation for your blog.

Definitely not. I buy my traffic kind of carefully so there's a better chance of them sticking around. Relevant traffic is the best traffic.
