I think descriptions and tags are mostly bullshit. I have tested my videos with and without them and I have never seen any difference it made to the views. Your video matters the most.
You can just do the basic stuff for description and tags. The most important thing is the Title and Thumbnail combo. This is solely responsible for higher CTR.

Yes, there is more that you can do such as :Choose the well researched keyword, low competitive recommended if your channel is new or don't have much growth.You can use vidIQ or other tools for keyword research.Make sure to add the keyword in thumbmail and tags too. Post high quality content.But let me tell you that SEO won't rank your video it's just a one step of whole process.
