just rent windows vps and install obs studio..
 
VPS + OBS + some other tools will do the job. Its similar to Facebook streaming you have plenty of info on the net just search around.

not sure If you can install OBS in the usual Windows installation on VPS
 
I think the usual VPS with Windows Server installed, don't have some stuff that is present in the classic Windows that you have installed on your PC or Laptop, no sure what it was I don't remember, of course specif VPS for this have the correct setting to run OBS, may be things have changed, but is what I found out a while ago. I a talking of the classic VPS from cheap to 40-50USD per month
 
Windows based VPS with OBX running. The virtual environment will require graphic drivers.
