How do you make a do follow link? I link another less poweful tier 1 link with it. Nofollow if it is nofollow and do follow if it is do follow.

Then after some time reverse it.
It passes more DA for DAS.

Well, you can use web 2.0's. But mostly it's through PBN building and paid guest posting. Easiest way.

Ok !! To add more detail the linked domain is powerful but not relevant but the less powerful link more relevant.

Nofollow links are useless in most cases. There are some exceptions like Wikipedia which passes trust signals and social media shares which pass user engagement signals. So, you should create only do-follow links as much as possible. Once you make them as nofollow, you'll just lose backlinks and in turn rankings. This is not recommended.

You can do it as a small scale churn & burn project and check the results if you're not yet convinced.

I am talking about DAS which flows both ways unlike page rank by direct linking not including usage signals.

It is time that makes a link powerful.
You cannot take away time spent on something.
So you can train an algorithm before hand with a link to get more DA to your money site.

A nofollow link from relevant content has DA.

But you want a do follow link from non relevant content.

So you want to pass relevance to it for DA.

How?

DA work both ways although less backwards.

Get two pages of same context. One money site and a guest post or web 2.0 post.

Keep the link to money site always do follow.

But first train it to give more DA.

How?

Prevent diluting page rank for nofollow tier 1 with nofollow. This also makes money site more relevant for the same context. Then do follow it to get more DA by including tier one link as well with do follow link.

Pass as much page rank for the additional do follow tier 1 link with do follow link. This also makes money site more relevant for the same context. Then no follow it to get more DA by excluding the page rank diluting do follow tier one link with no follow link.

Inbound links are links from other websites that lead to your website. Outbound links go from your own website to other websites outside of it.

Outbound links can be seen by search engines as a vote for the quality and relevance of the site on the internet that is being linked to, therefore more useful outbound links equal a better rank in Google's search.
